I. Event Description
With the rapid advancement of AI technology, existing medical systems and related industries are facing transformative shifts, which in turn drive changes in legal frameworks. To address the impact of AI on medical systems and industry, the Foundation has gathered cross-disciplinary experts from Taiwan and abroad. Through multi-faceted discussions between the medical and legal communities, we aim to provide government, academia, and industry with the latest trends in AI healthcare development. By inviting international scholars to share their insights, we seek to learn from global developments, deepen multi-sector dialogue, and assist in balancing clinical practice, legal policy-making, and the growth of the AI medical industry to foster future innovation.
This symposium consists of four core themes:
"Regulations and Practices of Telemedicine": This session discusses the practical development and future outlook of telemedicine in Taiwan, as well as the regulations and implementation of telemedicine in Germany and Japan, with an additional focus on relevant legal provisions in Taiwan.
"Collection, Utilization, and Liability of Smart Medical Data": This session examines the clinical application and commercial mechanisms of AI in medical imaging from a physician's perspective, followed by a legal scholar’s analysis of the legal compliance required for using smart medical and biometric data.
"Application and Liability of Smart Medical Devices": Focusing on medical devices, physicians will share experiences regarding the application and legal responsibilities of smart technology. Legal experts will further provide an in-depth analysis of the challenges that the wave of smart medical device usage poses to the construction of civil liability frameworks.
"International Legal Regulations for Smart Medical Devices": The final session invites experts and scholars from the United States, Germany, and China to discuss the latest legal regulations in smart healthcare. Building on the previous sessions' focus on domestic development, this international perspective aims to serve as a reference for the amendment and application of legal systems in Taiwan's emerging smart healthcare sector.

I. Event Description
Building upon the successful outcomes of previous years at the Chang Yung-Fa Foundation International Convention Center, this session centers on "The Legal Impact of Smart Finance." The application of AI and algorithms in the financial sector is flourishing—encompassing the Metaverse, NFTs, Decentralized Finance (DeFi), virtual currencies, blockchain, and digital asset trading. These innovations continue to expand their reach across both physical and virtual financial realms. Given the massive scale of capital and assets involved, their influence on the financial system and existing legal frameworks is profound, creating an urgent need for effective management and regulatory integration.
This symposium consists of four specialized sessions, aiming to facilitate in-depth discussion and exchange regarding the present and future of smart finance, while sustaining the momentum of research into AI and law in Taiwan:
"AI Application and Financial Practice": We expect to invite representative figures from the industry to introduce and discuss current operational statuses and the development of leading smart financial products.
"Decentralized Finance (DeFi) Regulation": The advancement of all financial technology must be built upon a foundation of information security. Decentralized financial products must be subject to oversight under the consideration of financial stability. This session provides an in-depth exploration of the integration and regulation of DeFi products.
"Compliance of Digital Assets and Intellectual Property Issues": Decentralized fintech products—including NFTs, lending platforms, insurance, and exchanges—have created a virtual financial arena outside of centralized finance. The resulting asset transactions raise critical legal questions regarding the attribution of civil rights and intellectual property, which merit thorough investigation.
"International Trends in Digital Currency Development": In this international session, we have invited scholars from technologically advanced nations such as Germany, Japan, and the United Kingdom. By understanding current international trends, we aim to identify corresponding strategies and future directions for Taiwan's development.
We look forward to the participation of not only legal and financial professionals but also tech companies, academic researchers, and relevant government agencies. Through this symposium, we hope to foster more frequent cross-sector exchange and generate constructive recommendations for future development.
