Exploring the Legal Personhood of AI Agents
According to the concepts of the Civil Law system, legal personhood refers to the qualification recognized by law to enjoy rights and assume obligations. This includes natural persons and juridical persons (legal entities). For any natural person, the law recognizes their legal personhood, whereas the status of a legal entity is acquired through legal procedures.

The importance of establishing AI ethical norms
To address these challenges, establishing AI ethical norms and codifying them has become critical. The government must actively formulate an "Artificial Intelligence Basic Law," integrating ethical standards into the legal system to ensure that technological development aligns with societal expectations. The enactment of an AI Basic Law will not only guide the direction of AI development but also provide the legal basis for revising regulations in fields such as smart transportation and finance, thereby assisting Taiwan in securing a leadership position in the AI era.

The New Bill of Artificial Intelligence: Unmanned Vehicles Technology Innovative Experimentation Act
The “Unmanned Vehicles Technology Innovative Experimentation Act (hereinafter the “Unmanned Vehicles Act”)” published in December 2018 aims at encouraging the public to invest in the development, innovation, and application of unmanned vehicles, establishing a reasonable and safe innovative experimental environment, as well as bringing such vehicles truly into human lives. It is Taiwan’s first legislation on artificial intelligence research and experimentation. The completion of the Unmanned Vehicles Act not only reflects Taiwan’s determination to develop self-driving cars, but also demonstrates Taiwan’s ambition to promote technologies related to unmanned vehicles.
