Taiwan Autonomous Vehicle Industry Development Ethical Guidelines: Autonomous Vehicles Are Here, Can They Hit the Road?

Facing brand-new transportation technology, are the existing traffic regulations sufficient to cope?
On November 11, at the Kaohsiung University College of Law, Mr. Chen Wei-Lung, Chairman of the renowned domestic autonomous driving company "Taiwan Smart Driving Company," and the research team led by Distinguished Professor Chang Li-Ching of National Kaohsiung University jointly released the Ministry of Science and Technology research outcome: Ethical Guidelines for Autonomous Vehicle Industry Development (Draft). This initiative aims to assist the development of Taiwan's autonomous vehicle industry by providing a discussion on autonomous vehicle ethical norms, which can serve as a value standard for future legislative efforts regarding autonomous vehicles.

Germany's Automated Driving Act, which officially took effect in July 2021 and permits Level 4 autonomous vehicles on the road, was significantly influenced by the world's earliest Ethical Guidelines for Automated and Connected Driving published in 2017. This conference specifically invited members of the German Ethics Commission on Automated Driving from the Federal Ministry of Transport and Digital Infrastructure—who participated in drafting the guidelines—and members of the EU Artificial Intelligence Committee: Professor Eric Hilgendorf of the University of Würzburg and Professor George Gesk of the University of Osnabrück, to deliver presentations on the ethical norms and the latest legislative progress for autonomous vehicles in the EU and Germany.
 
The Tainan City Government has dedicated itself to smart city development in recent years, introducing smart transportation systems to address urban traffic issues, and places significant importance on the future development of Taiwan's autonomous vehicle industry. Director Wang Ming-De of the Tainan City Government Department of Transportation and Director Yu Tian-Hou of the Legal Affairs Bureau will also attend this presentation, serving as moderators and engaging in discussion alongside experts such as Professor Gan Tian-Gui, Honorary President of the Taiwan Criminal Law Association, Chief Prosecutor Chu Chao-Min of the Taiwan High Prosecutors Office, President Lin Shu-Hui of the Kaohsiung Bar Association, Dean Chen Cheng-Ken of the National Kaohsiung University College of Law, and Professor Chi Chen-Ching. This conference will be held simultaneously in physical and online formats and broadcast live to promote interdisciplinary and diverse discussion.

This conference also invited Distinguished Professor Chang Pao-Jung, Director of the Department of Computer Science and Engineering at National Kaohsiung University, Professor Wu Tsung-Chou of the Department of Law at National Taiwan University, Director Hsieh Kai-Ping of the Department of Financial and Economic Law at National Kaohsiung University, Professor Chou Po-Han, Associate Professor Wang Chi-Hsuan of Chinese Culture University, Research Fellow Chen Hung-Ju of the Institute of European and American Studies at Academia Sinica, and Assistant Professor Chang Yu-Kuang of the Department of Law at National Kaohsiung University to participate, hoping to draw more attention to the relevant issues!
