On October 23, 2020, the Foundation, in collaboration with the National Kaohsiung University College of Law, Kaohsiung Medical University Chung-Ho Memorial Hospital, Kaohsiung Municipal Kai Syuan Psychiatric Hospital, and the National Kaohsiung University College of Law Center for Biomedical Technology and AI Legal Governance Studies, co-hosted the "2020 Academic Conference Series on Medical Technology and Legal Practice — Focusing on the Act for Prevention and Treatment of Mental Illness and Addiction to Strengthen the Social Safety Net" at Lecture Hall 516 of the National Kaohsiung University College of Law.

The main theme of this conference focused on recent major incidents that led to the fragmentation of multiple families and caused social panic. Analysis of the underlying causes revealed that many were related to mental illness and drug addiction. However, the judicial judgments and handling following several incidents raised many public doubts. Issues such as the connection between mental illness and forensic psychiatric appraisal, methods for drug addiction prevention and diversified treatment, and community correctional problems all require deeper dialogue between medical and judicial practices to strengthen the social safety net and ensure greater effectiveness from source prevention to post-incident handling.

Therefore, experts and scholars from the medical, pharmaceutical, and legal communities were invited to discuss mental illness and forensic psychiatric appraisal, drug addiction prevention and diversified treatment, community correction, and corresponding issues related to artificial intelligence. With the booming development of AI, criminal judicial practice also has a need to introduce AI. Using artificial intelligence and big data to assist expert judgment, such as assessing the risk of recidivism, should be a future trend. It is hoped that this cross-disciplinary academic event will facilitate further communication and understanding among the medical, pharmaceutical, and legal communities, thereby strengthening the protection provided by the social safety net, resolving unnecessary conflicts, and creating a better, safer living environment.
