On February 20, 2021, the Foundation and the Taiwan Criminal Law Society held the "20th Anniversary Celebration and Seminar" at the Law School of National Taiwan University.

The Taiwan Criminal Law Society was established in 2000. It has been established by our consultant GAN, TIAN-GUEI for twenty years. It is the most important academic organization in the field of criminal law in Taiwan and has contributed a lot to the legislation and research of Taiwan's criminal law. In the face of the advent of the AI era, there will also be impacts and influences in the field of criminal law. The Foundation cooperates with the Taiwan Criminal Law Society to advance the criminal law issues in the AI era.

In this academic activity, Professor CHEN, JYUN-WEI from the Department of Law of Chung Hsing University discussed the issue of possible criminal law issues for semi-self-driving cars in the AI era with the topic of "A Preliminary Probe into the Criminal Liability of Driving Semi-autonomous Vehicles and Future Legislation Directions". Professor Chen pointed out that whether it is German or Taiwanese academic circles, the criminal law issues regarding self-driving cars are mainly focused on fully self-driving cars; but from a pragmatic point of view, semi-self-driving cars (Level 2, SAE J 3016) have entered people’s lives and have More beneficial for discussion. Moreover, in this regard, Professor Chen's opinion is that the most fundamental key to the current self-driving problem is not the criminal law, but the traffic administrative regulations; and for semi-self-driving drivers, it is not easy to determine the criminal liability for traffic, and it should be necessary to proceed. The reform of the relevant provisions of the traffic criminal law can achieve the purpose of traffic safety risk management and prevention of traffic accidents; as for the criminal liability judgment of semi-self-driving vehicle suppliers, the thinking of "product criminal law" should be introduced, and reforms should be initiated from the legislation. Professor Chen’s report has been referenced in many places by the research papers of the CEO CHANG, LI-CHING of the Foundation, which shows that the research results of our research staff have been valued by the academic community. Regarding Professor Chen’s report, Professor GU, CHENG-ZONG from the Department of Law of Cheng Kung University, Professor HUANG, ZONG-MIN from the Department of Law of China Culture University, and Professor CHEN, JYUN-RONG from the Institute of the Law of the sea of Taiwan Ocean University respectively as keynote speakers.

The themes of the other sessions were in the morning session. There was also a report by Professor HONG, JHAO-CHENG of Chung Yuan University on "The Basis for the Duty of Care of Supervisors in Industrial Safety Accidents". Professor HUANG, SHIH-SYUAN from Chung Cheng University, Professor WANG, CHI-HSUAN from Chinese Culture University, and Professor LIN, WAN-SHAN from Fu Jen Catholic University also as keynote speakers. In the end, it focused on the discussion of the national judicial system, including the report by Professor Yan, Rong of Taipei University "The changes in the application of the rumor rule after the introduction of the Japanese referee system", and the introduction of Professor CHEN, YUN-CAI from the Department of Law of Cheng Kung University "The national judge's sentence is heavier?”. There are Prosecutor ZENG, JHAO-KAI of Tainan Branch, Taiwan High Prosecutors Office, Professor LIN, YU-SHUN of Central University, Professor CHANG, MING-WEI of Fu Jen Catholic University, Judge WUN, JIA-CIAN of Taiwan High Court, Prosecutor LIAO, SIAN-JHIH of NewTaipei District Prosecutors Office, Lawyer LAI, MI-DING, Professor WANG, CHENG-CHIA of Chung Cheng University, etc, to express the opinion.

In this academic activity the Foundation in cooperating with the Taiwan Criminal Law Society, our consultant GAN, TIAN-GUEI, CEO CHANG, LI-CHING, deputy CEO WANG, CHI-HSUAN, deputy secretary-general HAN, CHENG-TAO, and our adjunct researchers fellows GE, JIN, WANG, CHENG-CHIA, and CHEN, JYUN-RONG participated. It is believed that there will be further contributions to the research of criminal law in the AI era.
